Unable to remove Halloween Flagstone Peice

As the title suggests, I am unable to remove this item from my HS. When I go to edit my homestead and hover over the item, nothing comes up for me to click on. I have tried removing other objects around it so that nothing is in it's way, but nothing works. I do not owe any HS stones as I have more then enough to pay my fees.
