I can't raft

I dont know why the option to get a raft is not avaliable to me.
Only shows "Trade" and "End conversation" when i speak to the raft npc.
Can you help me?

    Wrong NPC, you have to talk to this one.

    La Terra Highlands Mana Tunnel is the closest one.
