Where is the "Reclusive Fishing Master"?

Gawd this game makes me wanna rage-quit sometimes. Is it a mystery? Is it supposed to be something cute? I see no clues hinting to his/her appearance; other than the fact I'm to hand him fish to get ranked... Thank you so much if you can help. :)

    In the area around the moongate where this event is associated, there's a bridge to Emain. Next to it is an event-ranking signpost. Next to that post is the fisherman.

    The issue is likely that there are so many people fishing that the fisherman NPC is obscured by player fishers.
