the mechanics for bandit ambush really need a thourough reworking.
-most importantly ambush spots should be limited to accesible areas, instead of potentially spawning in places where the player can't reach.
-secondly, ambushes should only appear if they are really there, instead of disappearing when you get close.
-thirdly, outlaw pursuit ambushes should be seperate from commerce ambushes so that players don't have to do commerce run for ambushes to reset
