Fine/Finest Leathers

OK so I have R1 Ingredient Hunting skill and I am having a nearly impossible time getting Fine Leathers to drop. I have tried Math. I have tried Shadow Cast City on Advanced and Hard mode. Is there something I'm missing or are drop rates actually just that low for fine/finest leathers? Any help would be appreciated.

    Shadow Wiz Adv seem to drop at least 5~10 fine leathers for me per run. Try that
