Fortification enchantment

I have Forest ranger armor and just got my hands on the Fortification enchantment and get a message about no items can be used with this enchantment. I have tried every other clothing and armor's that I own and can't find an item to enchant it to. any information about what this enchantment can be placed on will be helpful

    Fortification is rank 9, yes? I think you need a stepping enchant (rank A prerequisite), since that enchant does not allow "regardless of rank".

    Yes, rank 9 enchants do need a step enchant. They can only be placed on rank A+ enchants, unless it says otherwise. Fortification is one that DOES need a step.
