Fix the UI dragging for the bottom bar.

I just noticed that you can drag the bottom bar to the top, but then it doesn't re-align itself to be able to be used at the top of the screen. It can't be used on the sides either if anyone wanted to place them there. My suggestion is that you should recamp the bottom bar's interface to be fully movable like the rest of the UI as well as add the lock feature to put it in place.
