Homestead Quest glitched

Exactly what the title says.
I created a homestead with my giant Iysobelle on the Nao server, but the quest did not complete or recognize this in anyway.

    I have a char that has had this quest for years. The homestead is already lvl 15. I'm just too lazy to submit a ticket to have them remove it.
