Hi! Sorry to bother, but I can't find the tiny animal lover milletian required to start the cotton sheep candy event, and the location finder on the quest log returns an empty map. Moreover, that npc is not listed anywhere in Dunbarton. Am I not looking in the right place or just too blind? Is the npc the one that's tiny? Too tiny? Or the real tiny animal lover was inside us all along?

Sorry for this issue - the Tiny-Animal-Loving Milletian is located at the northwest end of the Dunbarton Square, near the Grocery Store and Walter!
However, you might be right that the real Tiny-Animal-Lover Milletian was us all along...!
