Two questions:
Are these Light Armor and effected by Light Armor Mastery?
By the description, do they effect Rain Casting?

Yes, they are affected by Light Armor Mastery.
And they affect Rain Casting in a purely visual way.
The clouds are marginally darker, and the lightning is... spikier?
The visual differences for Rain Casting isn't as distinct as the visual change for Lightning Rod.
