Can the card be used to rebirth a current character? And if not is there a way for a non ace character to be able to rebirth into the hero talents without paying $4 every time?

So they can't be used to rebirth an already existing character.
The only way to rebirth a character into a Hero talent, is by paying the fee of 39 Pons.
There's an upcoming event that has Pons as one of the selectable prizes, if you feel like waiting.
Also, if you make a new character and don't skip the tutorial, there's a gift of 20 Pons in one of the gift boxes you get from Lorna and Pan.
But yeah, if you want to rebirth into a Hero talent, it costs 39 pons each time.
Even if you were already in a Hero talent before.
