Was this meant to be an intended change, or is this a bug brought in by the new update? Either way, it's really annoying not to have a buff come up half of the time (sometimes by habit, or by the skill not actually activating).
I like to go to a Shadow Mission (Dorren's Request), use Rain Casting, play a Harvest Song, and hope I get 5 steps.
