The problem with hydra is that it counts for TRANSMUTATION talent and Not BATTLE ALCHEMY talent. Water cannon for battle alchs is basically your staple skill along with Flameburst.
I've had the title before the update and it doesn't affect me, so it's easy to say that people who obtained the title before the Memento update are not affected by this. Fantastic Chorus and Encore are not needed in order to get it.

It's the light blue rebirth button that's sitting somewhere on your screen. Click it and you're automatically "participating" in the event.
