It is a 3 week event, so the "Listen to the Wish from Filia 2" will unlock likely Tomorrow with "Revenge of the Petty Thief". Then you need to do the weekly quest on Week 3 to complete the main quest in order to get the Mysterious Snowman Robe

Don't think you can now beyond buying from other players as they are only available for limit time in nx shop, event, quest(?). Though with the pet update you can rebirth pet when they reach 10k Pet Rebirth Point.
Also if you have in the options [Game] -> [Control] -> [Use Skill after Targeting] checked. You can just press the key you have final hit set on and it will be able to attack too.
The quest you mentioned is not the daily quest, the daily quest is "Find a Snowball that Won't Melt" seen here: http://mabinogi.nexon.net/News/Announcements/1/00JHL
Also the NPC you need to talk to is Weide (When you have the quest).
From what I read the gem is determined by the weapon type.
The weapon that favorites Tourmaline are only Staff and Wand.

did you already have the "[Event] Subaru's Request" in your event quest tab? If so depend on what it says in the objective you have to talk to Ram (Located near Dunby church) or Rem (Located near Tir Bank).
