That usually comes up when attempting to use free wifi at some establishment. It comes up because the port(s) that the launcher uses to connect to nexon servers for certain things (such as checking client verson and downloading updates if necessary)…
There's a post in official discord. C's 2 and 5 are unusable... c's 1,3 and 8 can't run sm's. also NPC's n Mobs may be missing on many channels. t also says to 'play at your own risk' till they figure out the problem and can fix it.

Currently name changes are available only for those that got stuck with a server tag appended to their characters name. for all others who which to change names it will be made available at a later date as a paid for service.

Error 13 is a failed patch error for the launcher. Usually restarting you PC will correct it. Otherwise if it doesn't you may need to reinstall the launcher.
Ya MS Edge won't bring up the login at all. The website is made to work with IExplorer. Which can be run on windows 10. Edge comes set as default browser but IExplorer is still there. If you cant find it it may need to be added as a feature.
I had the ghosts outside Metus Canyon do that to me a couple days after the merge on Nao server. though I haven't seen them do it again since that day.
edit: just had it happen with the carnivorous plants in the reserve.
