Mind you the merge was in June. The game was very active, for months I'd say, rather than weeks. Even the activity now is a significant step up from pre-merge, but the game always wanes in the fall season.

Would it be possible to find out what equipment Final Strike cooldown and duration reforges actually appear on? It's not exactly viable to guess with reforges to find out.
It has a nice atmosphere, good rewards, and there is a mix of activities and afk. The event does a good job of seeming like, well, an event. Something going on in the world to be excited about. I would say that is why people like it.
Just noting, I was able to submit word of this bug (Redoubled Offensive's effect on raid completion) via ticket and had it acknowledged successfully, so I would note that Devs are aware, even if they havent replied as such in the forums.
