I feel that the whole "players will act like children" argument shouldn't stop this from being implemented. I mean, sure, there are immature people who'll say stupid stuff, but rather than stopping a fun new feature, let's integrate drawing and bring back a way to report players more quickly. Most gaming communities can find ways to self-regulate (to an extent), and this community is small enough that there won't be too many new players causing trouble. Anyone intentionally misusing it can always be silenced or prevented from using the draw function once reported.
I want this for everything that can be sorted: Pets, Skills, Skill Hotkeys, etc.
Make it so it's a locally-saved file, maybe an .ini file, that you can import on your characters to update their pet order/skill order and skill hotkeys.

The announcement says VIP/Premium Sale, yet they are being offered at the usual price. I'm confused; how is this a sale?
A sale doesn't necessarily mean a promotion or a rebate. It's notifying us that VIP is back for sale, as in an exchange of a good or service for currency.
To be fair, Bethesda is working to fix what they messed up on, its kinda like No Mans Sky.
You can't fix bad business decisions. While it's true they're working to fix the game itself and the issues with Fallout 1st's Scrapbox and not-so-Private Worlds, they did just go back on their promise of cosmetics only to offer pay-to-win content like the Repair Kits. I get what you're going for, but they did just alienate their remaining loyal playerbase from Fallout 76.
Unfortunately, I think this is due to the AAA industry. They've sent the video game market into a devs vs. consumers relationship, where the consumers always feel like the deveolpment team/company is trying to steal their money and time, and the devs feel like the consumers are never happy with anything unless the game is offered 100% for free with continued support.
While I don't like this kind of relationship, I can't say it's surprising when you look at how poorly EA, Bethesda, Ubisoft and others have represented video game companies recently.
Edit: Oh, and Blizzard. Let's not forget those guys, with Diablo Immortal and the whole Blitzchung debacle.
