not sure if you know this but if you click on the skill, there should be "advancement method" in bold letters, under it should say all the requirements you need to advance it
edit: ah opps but then you said you did it twice and both times you got s or above right? sorry, yea thats weird since you shouldve been able to attend the advancement ceremony with that
