I had trouble doing this as well but one of my friends talked me through how to do it.
1. With a Candy Tree Seed in your inventory enter your homestead.
2. Click the Set up various buildings on a homestead button.
3. Click "Small Candy Tree" (4th from the top)
4. Click Create
5. Place somewhere in your homestead.
