After the Baltane Mission Update, complete the [Extreme Destruction] quest. You can access this quest by using Eiren’s letter, obtained from a Reanimated Corpse during a Baltane Mission.

[Chain Burst] Extreme Destruction

This is what wiki says but i haven't done baltane quests or anything were do i find these reanimated corpses?

    You can enter the Baltane Missions by talking to Shuan at Avalon Gate. You should also be at least current level 60.
