Is a Fantastic Memory Memento an item?

I just finished up the find Caravan Joe 10 times mission, and I suppose I was under the assumption that I would receive one of the Fantastic Memory Mementos so I could collect all 4 by the end of the event, but I can't seem to find it anywhere in my inventory. Have I misunderstood how the event works or misread the quest? It auto-completed itself, so I didn't get to re-read it before it disappeared.

    It is an item, it's like a 1x1 sparkle.
    It can go in your Me inventory, too.

    Try using the Inventory Search function to help find it.
    The item is called "First Fantastic Memory Memento".
