In your games settings are you set on wide screen mode?
If not try that then set the screen Res shown in the image above.
also if all else fails I would recommended trying to either roll back your video drivers or update your video drivers…
It sounds as if its an issue with your paypal
also i found this interesting article on the nexon support page about the error you are receiving
Do you have any second security settings on your paypal like a cellphone text verification when signing on if so that would be the case you could temporary disable them make your purchase and then reset your security.
I had this issue before its a bit annoying but I'm not sure if it because i give it time but i noticed if i log in from the site then close of the launcher then reopen the launcher I'm able to open mabinogi again.
