Missing Stats from Death Mark Rank 1

Someone pointed this out today and I went ahead and reranked this skill to see it for myself, and surely enough...

The stat bonus for Rank 1 is gone, it is supposed to give us +1 Dexterity and +4 Luck.
Even after relogging, these stats seem to be missing.

How to Reproduce:
1. Aqcuire Death Mark Rank 2
2. Train the skill so you can rank it.
3. View the stat bonuses in the Rank-Up Window.

Alternatively, you can also use a Perfect skill Reset Capsule to check the total stats lost when completely deranking the Skill to F.
This would read:
HP -17
Strength -5
Dexterity -3
Luck -13

But in-game it says:
HP -17
Strength -5
Dexterity -2
Luck -9

    The R1 stats used to be there before the Dan update for chain slash... and according to various sources they're supposed to still be there. Maybe they're still missing server-side for NA and that's why they're not being applied to the character anymore or something?
