Broad Axe Gem Upgrade is Missing?

I need to do a gem upgrade on this broad axe for erg, but it's not showing up. Tried other NPCs, same deal. Even had another friend test it for me. It isn't even showing up. It should be in between the lance and the borealis blade...but it's not.
