Cylinder Upgrading Question

So, I know that Royal Alchemists are supposed to make these available, and before Server Merge they were. But with everything reset like they have, How are RA's supposed to reactivate the upgrades?

Also, is there a chances that there is a bug that makes it so it is not possible to reactivate these upgrades?
