No NPC in Mines and Shyllien Area

I'm changed channels, relogged and everything and none of the NPC in either place appear. There are NPC in filia and vales, just not at the mines nor ecological area.
Is this just a me thing or are other people seeing this bug?

    Are you in the middle of one of The Saga: Iria episodes? If so, that's why.
