Belvast hostage rescue bug
Issue:
if not inside a party when entering the mission or inside the mission. you can not continue the mission as talking to the NPC to start the next part, they will state "only the party leader can continue (or something along those lines)".
route cause:
there can not be a party leader if a party does not exist
fix:
- force the player to not be able to enter the mission if not inside a party and not be able to leave the party once inside
or
- make the NPCs check if the player is in a party or not and if they are not in a party then allow them to continue the mission.
