Random Synthesis?

I can't seem to use Random Synthesis? I can synthesize three of the same item, or via a fixed recipe, but using three similar items (i.e. three hats) doesn't seem to work? Am I misunderstanding how Random Synthesis works? Is there some level requirement to use it? Please help!

    They implemented this when the changed the UI. I don't know if it was intended to be this way or it was a bug they didn't get around to fixing. I sent a ticket and got a generic response.
