Can't Access Shyllien Nature Reserve

I was trying to complete the daily magic quest at the Shyllien Nature Reserve, but the NPC that it supposed to take you to the area isn't there. I tried clicking around the area where they usually are, but nothing happened. I don't know if this was an issue before today because I haven't been active for a couple of months, and this is my first day back since then. I was on Nao server, but I don't know if this glitch exists in any other server.

Are you doing Saga right now? Cause you can't access Shyllien Nature Reserve if your at a certain part of Saga.
