Glenn Bearna Hard boss early Eternal Winter phase

We were doing the boss of Glenn Bearna Hard and she activated Eternal Winter at 25% HP, right after the crystal phase ended. Eternal Winter mechanic is supposed to begin at 15% HP.

Unfortunately, it's unclear what the party may have been doing differently to trigger this. So far we have only encountered this bug once out of 15 or so runs. All party members were alive and all link hp was above 0%.
