Urgent Shot Effect Duration

I was using an echo stone for urgent shot effect duration. And I noticed that the duration does not go up as what is written. I am unsure if this is a bug or a typo in the game.

I.E. I am using a level 16 echo stone that gives an 80% with rank 1 urgent shot. In theory, since the duration is 10 seconds at rank 1 it should give 8 seconds.
However, it only gave me 1 second.

I am not sure if this is a bug or the 80% is actually a .8 second that's rounded up.
