I used a forgetful potion today, and I noticed my intelligence stat was not being changed by titles or staves with int modifiers

There could be a reason it's not being modified. Whats your Intellect stat at, and what is your Arcana level (if applicable)? because there's plenty of INT increasing skills in the game, making it possible to have fully capped out intellect, which results in very few ways of actually increasing it.
