Receivable Quest Board but it doesnt appear not even when changing channels. Is there something I am missing in order to get the quest. Please help. Thank you

If you don't have the skill you haven't completed ( or possible even started ) the Memento storyline. The skill is rewarded for completing the 8th quest in the storyline.
You need to be cumulative level 500 (did u reach that milestone yet?) in order to get the Nocturne of Wind quest from the Receivable Quest Board in order to begin the Memento storyline.
If you have indeed met all the needed requirements and still can't get the quest to show up after trying changing channels and trying relogging, then you may need to submit a support ticket to resolve your issue.
