Potenial Realized, quest Lorna not spawning

I'm having an issue completing the Potenial Realized quest (quest that informs the player about the potential system) as Lorna never spawns in Dunbarton to complete the first step.

It could be that there is some hidden requirement to have started the Blaanid questline but this quest can be started without touching Blaanid. However I've had no issue previously doing Lorna's 50/150 total level quests for the new player gear boxes.

However I do realise the potential system is being removed at some point and the 100AP reward for a tutorial quest probably isn't a priority fix.
