Can't progress G20 Eternal Memories quest

I've gone to a point in G20 where I'm in a shadow mission with Pihne and Caswyn. After interacting with Pihne, nothing happens after that. Supposedly there's supposed to be a portal next to her for me to step into, but it never appeared. I'm not to sure what's going on or how to fix this.

I managed to skip this generation with a memory book to sort of bypass this, but the fact that I didn't get a title from this peeves me a little so I'm planning to replay it
