Not recieving quest to unlock the arcana system
Despite having 2 Grand master talents (bard and holy arts) and being almost cumulative level 17000, I still haven't received the quest "[Guide] One Step Higher" that the wiki says I need to start unlocking the arcana system. I've been looking onling for the last hour or so trying to find if there are any other quests needed for the unlock without any luck. It is just a bugged quest?

Just to confirm, are you currently going through Blannid's Boost questline at all?
