Like let's say I'm using a shortbow from an npc. How much max dmg should I have with just that (except titles and totems) before I even start ranking archery skills?

I do not get your question. Dexterity increases archery damage. You should be ranking archery skills (and life skills like handicraft, refining, etc.) to gain dexterity, which will increase your damage.

    To rephrase:

How much dexterity should I have before I even think about having Archery as my main skillset/main form of combat?

I think you can start archery anytime. Ranking the skills will improve your damage by gaining dexterity.

I think you should only try focusing on archery, IF you feel comfortable using archery. If you can time your shots and hit the target enough times to knock them back using normal attacks or magnum shot-spamming. There has been the client/server inconsistency problem with archery since the beginning of time which messes up the aiming percentage to display incorrect aim percentage. You should, in my opinion, main this if you can handle the archery aim system.

If you plan on using normal attacks, ranking it up to rank 1 will affect your ability to attack since it will raise your aim speed. Skills like magnum shot does not benefit from the aim speed from the normal ranged attack skill. In any case, raising Ranged Attack AND bow mastery will give you bonus min and max damage.
