Okay, quick question since it's not counting whenever I gather the herbs... Do you have to have the herbalism skill for it to count or something?

    No, but check your Repeat quest tab.
    You may have a daily gather quest involving Base Herbs.

    Unfortunately, if you have two quests asking for the same thing, it doesn't get both done at once, one takes priority over the other.
