How about a Fresh Start ?
ignore name changes, ignore server merges
just make a new server. new accounts only , stop adding content to the current servers
push the new server only
everyone joins there
6 months later do it again but have this new server programmed to be able to take server transfers
rinse repeat every six months
works for Arche Age

This would be a good idea in general, but not forcing people to move, and not updating the other servers.
Want a new server thrown in, thats fine, but make it a choice. Some of us are completely happy with our servers and characters, and put way too much work over the years to start over just like that.
Honestly just give people name changes and server transfers and be done with it.
Nothing good would ever come from this.
No one would ever want to throw away all their hard word and levels and accounts for just the sake at starting over new.
When you say the second "fresh start" server allows transfers, does this mean everyone left behind can now join that server?
No one will throw away how much time they spent on the characters only to move to another server because of a Stupid idea of a "Fresh start and only this server to get content BS" why not go to a private server instead? Who knows, you just might get your "FRESH START". xD
1. shut off acquiring or renewing of Tailteann Farm Plots, Guild Castles, and residency homes, and allow existing ones to lapse, while giving advanced warning that a merge would uproot all guild stones so that post merge one would have to replace them with the real possibility that they will not get their old spot back.
2. probably add a field or two to each of our account records, or at worse to each of the characters and pets on our account, to prevent data collisions. In the worst case scenario's worse case scenario this would mean something like 128 bytes added to each of our records; woop dee doo;
3. merge the databases. After completing step two this would be nothing more than writing a script (or possible using an already existing function in their database software) to perform the merge; easy peasy;
4. /possibly/ tweak, update, or acquire the software managing the marshaling of queries to the database cluster with something more robust to handle an expanded single cluster. The game was made in the early 2000's, perhaps the database software then could only handle situations of the size we now have. But when one considers just how enormous a database like, say, YouTube is the software these days should easily be able to handle it;
5 /possibly/ add more hardware to accommodate a single augmented database cluster. Even high-tech companies are very conservative when it comes to "the bottom line". That Nexon has not yet done a merge probably comes down to "The situation has not reach the point where we feel we must spend the money". Should that come one day the hardware component to the bill will likely be the smallest one.
