Event - Avoiding Ulgarms

I have two copies of this quest for some reason. One is 2/3 and the other is 1/3. Subaru nor Rem will further the quest (i.e. won't give me metia items to do the Ulgarms quest). How do I fix this?

    It's not a bug. One is repeatable, while the other is specific to the Ulgarms missions.
