Can't Change Guild Leader?

I've been away for a few years but recently came back and wanted to change the leader of my guild to a different character but it's not letting me and basically saying "character is not using service". I see guild services don't seem to be tied to vip services anymore as I could place a stone but having been away I'm not sure exactly how much has changed. I talked to someone who has been playing and they said that even if you have service you get this message. I don't want to buy a service in order to change character lead only to get the message that I don't have service.
Is this an ongoing glitch? Is intended that you do need service to switch? If it's not has this been brought to devs attention?
This is one mechanic that has always been broken in one way or another in this game since like '09, guilds. Hopefully if/when you do the engine change this is something that gets fixed up as well. That and making the creation of guild titles a permanent thing, i'm hoping i catch a title event again should one occur while i'm back.
