Lullaby's effectiveness?

I went on a failed solo run in Alby Advanced Hardmode dungeon yesterday which took 4 hours... I failed mostly because of getting multi-aggroed because on floor 3, lullaby barely works. Usually whenever I used lullaby without being interrupted, all monsters within range fall asleep but on that floor 3, only like 1-3 monsters did and sometimes none at all. Is there some kind of parameter that determines lullaby's effectiveness or something?

    Enemies with a higher Combat Power than the player are more difficult to put to sleep.

    Although I'm not sure if this is 100% anymore, since the next line also says:

    >No monster is immune to Lullaby.

    I guess that might be the case seeing as all monsters on floor 3 are "boss" for me. Welp guess I need to get more AP before attempting another solo run. I underestimated the dungeon too much after overestimating peaca normal.
