I don't understand why this is allowed to continue

Someone is harassing me through notes and there is no "contact moderator" forum for me to post in, as suggested here (https://support-mabinogi.nexon.net/hc/en-us/articles/204338306-How-do-I-report-a-player-)

The in-game option only allows me to report those around me or broadcasting on party chat. What am I suppose to do? Blacklisting does nothing to stop people from noting. I don't understand what I'm suppose to do. "Ignoring" them can only go so far, Nexon

    You can report them with a ticket in support.

    They do not handle these issues from the forum and forum mods can not help in these situations. This issue will need to be handled through contacting customer support from live chat during business hours or by submitting a ticket with any and all evidence that can be provided.
