Mysterious Reforging Tool

In some overseas servers (pretty sure just KR), there's the Mysterious Reforging Tool, which is basically a Fine Reforge. How do you get this tool exactly?

Commercing. It costs 20,000 Ducats to buy one of these, and you're able to buy 3 per real world day per character.

This was added a LOONNGGG time ago a believe. Why do we not have this item, which is essentially THE ONLY RELIABLE WAY to get reforge effects without wasting money? I think it's fair because it will take an extremely long time to rank up an item and get the desired effect you want using these tools alone. But that means the game rewards your persistence and effort of grinding large amounts of ducats every day with extremely powerful effects.

    For those of you who don't know, there is a reforging tool that is located in overseas servers (KR for sure, not sure about others), that is basically a Fine Reforging Tool.

    Now, where do you get this tool you ask?

    Commercing. You can buy 3 of these per day, per account for 20,000 Ducats each.

    When was this added? A LONG time ago. Why in the world do we not have this tool? This would
    1. Give commercing an actual use, people would bother doing it again.
    2. Give people a chance to get reforge tools without
    A. Spending truck loads of real-life money
    B. Waiting/grinding for events to give them out (even then, it's either very rare or expensive to get)
    C. Have to rely solely on the extremely rare chance of getting a SINGLE reforge from the Festia Treasure Hunt.

    Please give this to us, it's already an item that exists. I wouldn't care if it had a lower chance to rank up an item compared to the Fine Reforging Tool, as long as there was a RELIABLE, FREE way to get reforge tools.

    It would be a nice touch to commerce to breathe a little more life into it. Nowadays it's nothing more than a grind for either a piano, harp, or the skill-ranking books and nothing more. Least the reforging tool would give a repeatable reason to do commercing instead of a one-time thing from each item.

    Yay for reforges being less pay-to-win (kinda).
    Nay, because I'm leaning towards remove all reforges since they're overpowered (very pay-to-win).

    Removing them entirely would really destroy NA's economy, like I said, these would need to be balanced out to where Fine Reforges are still luckier and more likely to rank up, but DILIGENT players who spend time getting these EVERY day can still reach the highest levels of reforges.

    I did some research, and apparently they ARE weaker than Fine Reforging tools. A thread here says they can't get Rank 1 Effects, even if the item is rank one. The effects won't change either, only the levels. It's not exactly what I want, but it's a good middle ground.

    Opinions?

    Liyeta, they can't reach Rank 1 levels, only up to rank two. I still believe it is a great middle ground though.
