Does the double training exp not in effect yet?

According to Caravan Joe, week 1 should be double exp for music talent. So I rebirthed to music talent, I only received x4 exp instead of x8 exp (since I used complete skill potion before the maint) or does it not stack with the potion?

    I didn't rebirth at all just pulled out an instrument. I didn't get double training in the least. I was headed here to the forum to find out WHEN the double skill buff takes effect.
