[NAB] G21 quest bug

we waited and waited and waited and its finally here!!! only one problem. i completed the first quest and now i cannot get the next quest... WHAT IS THIS. I was so hyped for this and now i cant even do the stupid quest chain

    It takes a while for the next quest to come. It is not instant.

    most of my friends got theirs instantly

    The quest takes about 18 mins after completion to arrive.
