Did you rebirth in the same talent? Different talents award different amount of stats, so that could explain. Have you also made sure you weren't using Buff Potions at the time, maybe from the Family Fishing event?

You most likely can't get it right now. It includes VIP service, which is currently disabled for fixing (though not as bad a fix as Bethesda's Fallout 1st).
