That quest is a side quest triggered by making it to a certain point in the G23 story…
When you open the new options window, you select 'Gameplay' along the top. You then will need to select 'Hotkeys' along the left-hand side. everything else works pretty much the same for changing your key bindings as it used to.
Have you gotten that pet with a different character?
That particular pet can only ever be gotten once on an account. All the other rewards are per character.
