The bill itself still sits on Committee.
However, the latest news from Nexon KR's official slideshow about upcoming [KR: New Rise] consists of a new Rarity System.
The four rarities include:
-Standard
-Special
-Special Multi Pose
-Special Multi Pose Gesture
Now, how does this pertain to this here ancient thread, you ask?
Well, all of the items that Nexon sells as Boxes are Loot Boxes.
The odds to roll for a flashy animated item fall under casino regulations. (aka, Gambling)
What does this mean for Mabinogi Global?
Well... Nexon could be faced with legal fines like EA has faced for FIFA.
And, considering that Tencent wants to buy Nexon, this could be bad news for Nexon.
Or... our wonderful Community Managers could alert Nexon KR early to this matter.
And, upon being alerted, Nexon KR devs could be given the time to develop an addition for Standard Outfits to be capable of using only the Dressing Room Motions.
Unfortunately, only time will tell the tale of Nexon's Marketing Team being lax for so long.
Whenever I want to ensure I get the CM's attention I add:
This has been an issue for all gaming companies since 2019.
I presume that prior CMs may have already done what they could to try and send information up the chain of command.
Nexon's legal and marketing teams aren't taking it as seriously as they should.
KR adding in a Rarity Color to all items for New Rise only shows proof that Nexon does not care about the semantics.
All the cosmetic items from any Mabinogi Loot Boxes contain status effects, which already goes against the bill if it gets passed.
(Whether or not those status effects will be subpar to crafting in Global's "New Rise," it still violates the ruling.)
The "rolling for the chances at winning cosmetics with idle animations" bit is just icing on the cake, if the FTC wants to turn Nexon into an example as large as EA or Geshin Impact.
Plus, in my experience from Gaia Online, summoning mods already ticks them off enough to net you a warning.
I dare not find out what happens if you summon a CM.
I will not be summoning any CMs to this thread, unless they are the type to want to try playing a game of telephone with Nexon KR.
So, if you wish to summon a CM to this thread, you may do so.
But, under the current circumstances and focus of the US federal government...
The review of Senate Bill S1629 might take at least a few more years.
In a 2019 Lootbox Workshop held by the US FTC, this year (2025) was officially set by the FTC as the deadline for companies to self-regulate.
Geshin Impact failed to do so, and was fined accordingly.
Nexon has borrowed a lot of money from Tencent in order to maintain DFO.
Nexon itself may not be as flush with cash for the US FTC to want to go after right away.
However, the Mabinogi player market itself remains an open book and living testimony as to how many Loot Boxes that Nexon sells.
The chance of US FTC action against Nexon for selling Loot Boxes will always linger until this bill sees further action-
Whether it be sent to down State Courts for individual review, or maintained inside Federal Courts.
